Hi Allen,here's a forum showing you how to get into your truck,also buy another key and get a magnetic box and put in and hide under back bumper,they have them at Walmart in the automotive section,I have one on my back bumper underneath it. found this helpful answer from buick mechanic on JustAnswer com

Sampson, sounds like a bunt out bulb, which will need changed.
If you feel comfortable doing it yourself. Basically three screws, and you have to pull one plastic fastener from the fascia (bumper) and pull the bumper back a bit, and pull the assembly out. I believe it is in the manual, not bad to do. I will post a link to tell or show you how to do it. Press the helpful button

Best way to do it is remove the bumper, fix it and reinstall it.

from dealer spare parts , wreckers that have your vehicle , after market rubber shops . Those are the places I would be looking in.

to fix this problem with my 2007 buick lucerne I had to take off the bumper and then remove the old seal on the body under this bumper and reseal it. it was not the trunk seal and nor was it coming from the lights or anything else. it was this seal that you cannot see unless you remove the bumper.

It's obvious you need a replacement for the front bumper of your 99 discovery but unfortunately a 03 discovery bumper won't fit your 99discovery because they have a wide difference.
Although, a 01 discovery bumper might be a good choice of consideration.

i think u pull the bolts that hold the cover on and look and see if it will clear only its only 4 bolts

Its Easy Their are retainers on the top of bumper as well as bottom and bolts on each side at fenders as soon as you get the bumper off you will be able to change head lights and all then jus go back words to put back on
