Sounds as if the battery is dead or needs to be recharged. when the battery is low it doesn't have enough juice to turn over and that will make that clicking you are hearing...

SOURCE: replace a catalytic converter for a 1999 dodge stratus

The cat is located just off of the exhaust manifold. You have to remove things to get out of the way. Loosen down pipe to converter and unclamp the converter and it should pull right out. Use a good penetrating oil to help loosen the down pipe bolts.

Make sure the battery connections are clean and free of corrosion. You should have the battery "Load Tested". Stores like Auto Zone, Advance Auto Parts, and Pep Boys will do a "Load Test" for free. If the battery fails the "Load Test" change it. Also confirm an operational charging system (alternator and voltage regulator).

If its one loud click then either the starter failed or something is locked up. If its rapid machine gun clicking then the battery is too dead to keep the starter solenoid engaged.

Simple method without mystery:
  1. Turn blinker flashers on;
  2. Listen for clicking;
  3. Find source of clicking. It is the flasher. :)
NOTE: Emergency flashers and blinkers usually use a separate flasher unit, but one is close to the other. If your blinkers do not work but your emergency flashers do, find the emergency flasher unit by finding the source of clicking, then locate the blinker flasher nearby. They will ALWAYS be underneath the dashboard on the driver side.

I know you want cheapest way to start my dodge did the same but I was able to get it started by clicking key 2-3 times by holding key in the start position and rapidly turning key , if it starts it not the relay its the starter selonoid in the starter (non replaceable)

take starter off prop in a vice and hook up battery to see if spins up could be brand new faulty starter i seen that before!!!!while your at it see if you can turn the engine pully to see if seized or not!these are all what i would do!!!also why did you changer starter to begin with???
