My 1998 pontiac grand prix rear tire is rubbing against something hanging down and hitting the tire felt like a hose but was to hot to tell

factory jack to be placed in front of tire inbetween notches on seem. A manual floor jack can be used placing it under center connection bracket for rear wheels. Be shure to block front tires when using floor jack and have car in gear if a manual or park if automatic transmision.

If you did not damage the frame, you more than likely damaged the lower control arm (a triangle shaped aluminum part which mounts to steering knuckle(tire side) and two bushing mounts (To frame) Check the condition against the undamaged side. If the control arm is damaged see if you can get one from a junk yard. If you do replace any part yourself Get an alignment immediately after repair.

Look in one of the rear door jams of the car. There should be a plate that has tire pressure settings for different tire sizes. Verify this pressure against the tires rated max pressure, it is on the sidewall of the tire in very small print. If the recommended pressure does not exceed the max pressure, fill it to that pressure. If it exceeds the max pressure, only fill it to the max pressure. This should be checked and filled with the tires cold (ex. before driving any substantial distance)

check you climate control vacuum hose. it may have come loose or crimped. its located beneath and under battery mount box. also check to see if your coolant resvouir is full as well as your resivour cap is tight.

My rear passenger tire started smoking what could the problem be?

Are you sure it's the tire? It could be the brakes (not releasing) which could result in 'smoke'. The only way it could be the tire would be if it was rubbing on something, or you were spinning or locking up the tires. Feel the center of the wheel when you see the smoke, if it's very hot, it's probably the brakes not releasing.
