To fix your problem Fix what they ripped out first. You can get the key/lockset and ignition switch at parts stores. Fix wiring also if needed. After it is back to normal. Do a relearn for the key. Put a battery charger on the battery( you don't want it to go below 8 volts). Turn the key on for ten minutes, off for thirty seconds. Three times. Then try to start. If the voltage gets to low or you hit the starter at any time, you have to start over. This will reprogram passlock III keys to the security.
No. If the car is not starting , then the security may be set. Turn the ignition on, don't start, let it sit for ten minutes. Turn it off for five seconds and this should clear the security. start the car.
Have your battery tested / charged.
Totally dead battery may take some extra time to charge being hooked to cables.
When a battery is "hard discharged" as you described...sometimes they never recover and require replacement.
Check for hidden access covers for mounting hardware if not the pannel is secured either lock-pins released by a plastic weidge or needs to be lifted upward of weidge hooks mounted on the pannel itself. A cheep service manual like haynes at the local autoparts store should have this info in it.
