Is the battery dead or disconnected? I've had that problem in another Chevy. With battery disconnected it would not return to the off position and allow me to remove the key.

Is the steering column locked? If so try jiggling steering wheel back and forth while trying to remove key. It could be the locking pin in the column preventing the key from being turned far enough to be removed.
