SOURCE: 1998 Ford windstar horn wiring

There is something called a clock spring in the column that is used for the airbag, horn and cruise control buttons. This clock spring if messed with will cause a/bag light to come on and possibly cause a/bag failure if there is a collision. DON"T mess with the wiring in the column. Run new wires in to the horn or install an a/market horn.

All these systems are controlled by the GEM, that is the Generic Electronic Module, have Kragen run a quick test and see if the system has codes, but most likely the Module is defective, it is located on top of the fuse panel to the left of the steering column. I have 30 years as a Ford tech so I am pretty darn sure of this diagnose.

SOURCE: 1998 windstar van: charging system light goes

It could mean the alternator has gone bad already... with the car off, the battery leads should read 11-12V.. with the car on, the battery should read 13-14V.. if it's lower then it's not charging your battery and if it's higher, it's damaging your battery....

If you use a digital multimeter across battery posts, everything off, the generic for a full charge is 12.6 volts, and yes the .6 is a big deal. Generally it says if voltage is 12.4 or below, you need to charge the battery. Just my opinion.
Leave the meter leads touching the battery posts, have helper turn key to crank position, Does the reading drop, what is the reading? If it does drop very much, then check for an open circuit to starter. If it drops all the way to zero, your going to have to check battery and battery connections.
I did look at your starter wiring diagram, it appears your security system is a starter motor disable. If the security system is the issue then you may need a scanner to communicate with your security system.

WON'T START AFTER BATTERY REPLACEMENT

Probably a security system, battery was unhooked.
Some Fords also have two fuel pumps, one in the tank, and a secondary one in the frame rail.
