If you are talking power steering system, the whine is a vibration in a problem control valve and could be in the steering valves on the rack

Power steering pump in noisy when first started when cold, 2004 santa fe 3.5, has 62000 miles

Try flushing the fluid, which you should be
doing every 3 years
Add a bottle of Lubgard for power steering or
what ever the dealer has
Use the correct MFG Fluid

Eventually you will replace the pump,
when you can no longer stand the noise.

Then steering rack most likely is about to fail
from not changing the fluid and is causing stiffness
and high pressure thus the noise

Winshield Washer Fluid extremely low pressure

The washer pump is located in the right front fender, mounted infront of the wheel. Remove the front portion of the wheel well splash cover to gain excess. This pump does the work for the front and rear washers. Verify that the pump is working and then check for a pinched hose.
However, if you hear the pump working,as you say, open the hood and take the hoses off the squirter nozzles to see if there is good flow of fluid. If there is, then your nozzles are plugged. You may be able to clean them out with some air pressure. Careful working with the nozzles, as they are plastic and break easy.

Loud whining noise sometimes after driving for a

Not really expensive just messy to repair. Return lines (low pressure) are much more common and they travel along the frame rail on the right side of the subframe from the power steering rack to the cooler line in front of the radiator. The high pressure line starts at the pump and travels over the top of the motor to the back side (it's a thick line with a big banjo bolt at the pump). They go too but less frequently.

If it's the return line and not the pressure line you can cut it and put some rubber hose from the parts store over the cut part with a couple clamps and that'll hold you for quite a while till you can get the line and get it installed.

The return line, done correctly, can be a bit of a bear on the ground but it's fairly quick in the air on a lift at a garage. The pressure line isn't too bad and can be undertaken by the home mechanic.

Hyundai santa fe. Washers not working properly.

there is a screen filter on the washer pump suction line where it draws cleaner from the fluid reservoir, it must be plugging up, this is very common.
