but probably your cooling gas has gone, because of a leak in the system.
you need to go to the dealer, they have special detection tools to find this out.

SOURCE: LOCATION OF FUEL PUMP RELAY ON 2003 VW PASSAT

Relay panel is under dash, drivers side. Theere are 3 rows of relays, you want the bottom row ,4th spot from the left (#208)?

SOURCE: passat 96 tdi , only runs for 2-3 seconds

i have 2 keys for my passat.with 1 key the engine runs perfect and with the other key the engine runs 2-3 seconds

How long are you cranking for,if you have allowed to run out of fuel, it needs to be primed, try pouring diesel into the fuelfilter, but I used tohave the 110bhp AFN passat and it would start after cranking for a while and then cut out, then start but possibly cut out again, then start and give it some throttle, should be fine after that.

This code indicates that you have a faulty secondary air injection system. Basically this is a system in which pumped air is allowed into the exhaust system to help burn off any residual fuel droplets when the engine is warming up and thereby reduce hydrocarbon emissions. The 'injection of air' (opening of the valve) is by vacuum supplied by a thermally resistant over-braided vacuum line. Find your combi 'air injection' valve on the exhaust manifold and then check the integrity of the length of over-braided vacuum line. There is a good chance that the fault is merely a leak in this line (a poor end fitting) and this in turn is failing to supply the necessary vacuum to open the valve to allow pumped air into the exhaust. Hope this helps point you in the right direction.

You may start on the fuel pump. If the fuel pump is faulty it may not register on the dash. Try to loosen the bolt on the fuel rail and turn on the key but don't crank it. If there's a fuel flow then the fuel pump is fine. If there's no fuel flow then the fuel pump needs replacement.

Diesel engine misfire

Check to make sure the pick-up element is fully submerged. Also check the oil to ensure that it is full. If the engine is oil starved the ECM will kill the ignition.

New battery in 03 VW Passat, engine turns but will not start.

Possible flooding, cold weather can freez open injectors causing them to leak into the cylinders. Press the gass pedal all the way to the floor and crank the engine for no more than 60 seconds. The cylinders will clear themselves allowing proper mix of air/fuel and should start easy. If that does not solve please specify if the engine is 1.8l or 2.8l.
