Yes. Just purchase a belt for a vehicle without AC.

You will need to order an AC delete idler pulley kit that bolts in place of the AC compressor, there is but one belt for both with and without AC. A company called DORMAN auto parts makes these, contact a local Napa or Carquest for application catalog.

On many cars, you can go to the auto parts store and buy a belt for a non air conditioned model of a particular car. Unfortunately, it won't be that simple for you, as they didn't sell a Deville without Air Conditioning.
Your best bet is to go to your local auto parts store, and see if they can find a comparable GM engine in another model that was sold without Air, and buy a belt for that particular model.

1st: remove serpentine belt then use tensioner by ac compressor to relieve tension on ac belt.
remove old belt & install new one then install serpentine belt
