My 04 Silverado does not have them, not even one in the glovebox either. Not burned out but physically doesn't have them! Rather disappointing if you ask me.

If fuse 14 is blown and it blows again later, you should try disconnecting the rear footwell light (connector under the seat). The wiring is known to fray inside the seatback, which can cause the short when you sit in the driver's seat. If you look up under the front seat, the footwell light is the black two-wire connector at the top of the picture below:
I've got a 2003 Suburban that has two fuse panels, one inside under the steering wheel and another under the hood, drivers side behind main battery. All lighting fuses are under the hood, Plastic cover with battery symbol pulls up to remove, should be a panel schedule inside the cover. The tail light fuses are in upper left section labeled RR Park and LR Park.
My wiring diagram only says "underhood", and also indicates that there's an I/P (interior/passenger) relay box as well. The cigarette lighter fuse in a 2003 Suburban is identified as a 15 Amp fuse.

There is no fuse specifically dedicated to the fuel pump on this year and model of Suburban. This Suburban is equipped with dual tanks and as such has two relay switches, primary and secondary, both of which are located at the main fuse box in the engine bay, that power up the respective fuel pumps.
The closest fuse (15A) controlling either of these relays also powers up the main control module (located beside and below the main fuse box). So, if one needs to disconnect the fuel pumps from functioning, then the only effective method is to disconnect the fuel pump relays.
