If this is an OBD scanning tool for automotive, there is a fuse that powers the OBD scanner jack. It is a 5 amp fuse and when it blows out, the scanner wont work. Check the fuse box

Ecu not responding in 2002 buick rendezvous. I lost my only key so I bought 2 from a locksmith but he was not able to program the keys. The device he hooked up to my buick said ecu not responding.

unfortunately your only option is the dealer ,
Connect a scan tool to the vehicle.
Turn ON the ignition, with the engine OFF.
Insure that all power consuming devices are turned OFF on the vehicle.
With a scan tool, select Request Info. under Service Programming System and follow the scan tool on-screen instructions.
Disconnect the scan tool from the vehicle and connect the scan tool to a Techline Terminal with the current Service Programming System (SPS) software.
On the Techline Terminal, select Service Programming System and follow the Techline Terminal on-screen instructions.
Disconnect the scan tool from the Techline Terminal and re-connect the scan tool to the vehicle.
With a master passkey III key, turn ON the ignition with the engine OFF.
With a scan tool, select Program ECU under Service Programming System.
At this point the scan tool must remain connected for the duration of the 10-minute relearn procedure.

Programming Using Scan Tool Pass-Through Connection
  1. Connect the scan tool to vehicle and power it up.
  2. Connect the computer station to the scan tool.
  3. Select "PC Using Scan Tool Connection" from the programming menu on the computer station.
  4. Follow the menu select items for reprogramming and provide information as to what type of device you are programming and whether you are reprogramming or replacing the electronic control unit (ECU).
  5. Select "vehicle" from the selection menu.
  6. Select the module you wish to program.
  7. Select "Normal" for Programming Type.
  8. Select the applicable software calibrations.
  9. Transfer data file to the scan tool.

Believe i have the check engine light on ,It sometimes go away but returns which indicates a definite problem,however I don't seem to be able to connect the obd 11 tester to retrieve the codes.Sho

what country? OBD2 varies by Country some not until 2007 year. or 2010
old post. but will answer or all N/American cars.

first off the CEL must glow key on, if not the fuse is blown
if the fuse is blown the SCAN tool will never ever communicate.
a scan tool can be had for $7 , so is near free.
cheaper that beer holder on dash. LOL
you then key on, and the scan tool comes up.
you can scan for DTCs stored, motor not running. id do that.
then start car, and see lots of things. (and cell go out , if no errors)
here is a review. of some steps, tests, ways, means...
i now use A wifi and bluetooth tool, but is only convenience.

You do not have another master ? If not you need a factory scan tool Dealer or mobile lock smith .
Connect a scan tool to the vehicle.
Turn ON the ignition, with the engine OFF.
Insure that all power consuming devices are turned OFF on the vehicle.
With a scan tool, select Request Info. under Service Programming System and follow the scan tool on-screen instructions.
Disconnect the scan tool from the vehicle and connect the scan tool to a Techline Terminal with the current Service Programming System (SPS) software.
On the Techline Terminal, select Service Programming System and follow the Techline Terminal on-screen instructions.
Disconnect the scan tool from the Techline Terminal and re-connect the scan tool to the vehicle.
With a master passkey III key, turn ON the ignition with the engine OFF.
With a scan tool, select Program ECU under Service Programming System.
At this point the scan tool must remain connected for the duration of the 10-minute relearn procedure.
Important: On some vehicles the SECURITY telltale maybe illuminated on steady for the duration of the 10-minute relearn procedure.
Observe the scan tool, after approximately 10 minutes the scan tool will display "Programming Successful, Turn OFF Ignition". The vehicle is now ready to relearn the key information and/or the passwords on the next ignition switch transition from OFF to ON.
Turn OFF the ignition and wait 5 seconds.
With a master Passkey III key, start the vehicle. The theft deterrent control module has now learned the key transponder information and the PCM has now learned the fuel continue password.
Important: Perform this step ONLY on vehicles with EXPORT and Canadian configured theft deterrent control modules.
Turn OFF the ignition and wait 15 seconds minimum.
Important: Perform this step ONLY on vehicles with EXPORT and Canadian configured theft deterrent control modules.
With a second master passkey III key, start the vehicle. The theft deterrent control module has now learned the second master Passkey III key transponder information
With a scan tool, clear any DTCs.

Check pin #16 of the diagnostic connector (powers scan tool) it should have 12 volts present, if not check you fuses.

You need to get a scanner that will read the supplemental the codes from the inflatable restraint module.Not all scan tools can do this.This is the only way to retrieve the codes.Hope this helps.Good luck.
