Why would you change a perfectly good fuse or bulbs &
then expect something good to happen ?

You have to learn how to test all things in life

Have you moved on to the brake light switch by the
brake pedal arm?

you could have a short in the ignition itself, which as the keys swing back and forth causes a stoppage in the circuit, Mercury has had that problem for years , check all fuses, and with the wipers check the relay also, as far as the lighter,, they will short out , and most car makers suggest not using them for added purposes since they tend to go bad , they were intended to heat a small wire that draws low amperage,, enough to light a cig , some plug in units require more amps and will heat up the socket , which will then short out, causing damage

1999 Villager: My 1999 mercury villager ac works in the front but...

you could just be low on freon. Add 1 can & see what happens.
Usually the rear works but not the front. I'm assuming the blower works back there.

It could also be the rear control for hot/cold. You can get an assembly at slavage yard for $10.

i have an extra if you find that is the failure.

Air conditioner works heat does not in 1998 mercury villager van--options as fixes?

could be as simple as a plugged heater core? how does you antifreeze look? how are the hoses going to the firewall? they look okay? also, could be as simple as the mechanical lever connecting to the coolant line coming loose and not allowing the hot coolant to pass? you may have to take apart some of you dash to try and see this.

good luck, hope this gives you a basis to start looking
