"Say", in the case of Donald Trump, is a difficult term to use when trying to pin down the "Donald" in terms of policy. A quick google search finds him saying many pro-LGBTQ type policy statements. However, a quick Google search is, also rife with examples of anti-LGBTQ policies in action. So it partially depends on what you mean by say. If you mean him personally, I, at least, found no evidence of him saying anything of the sort. If on the other hand you consider the voice of his administration, particularly the justice department, as part of his voice as President of the United States of America, then the answer is an unequivocal yes.
