The proper way to test starting circuit is by voltage drop testing Starter Voltage Drop
I don't think any of the previous answers came from a qualified technician. heres the deal: starting the car has nothing to do with the headlights, it cant be a bad fuse because like you said it turns over once, the alternator has nothing to do with the starting of the car, and fuel pump wont keep the car from turning over.
follow these steps in order
FIRST, take your battery to an auto parts store and have it checked, even if it shows a full charge it can still be bad.
if the battery test good, clean both battery terminals well. starting the car requires a lot more energy from your battery then the headlights, so even with bright lights there could still be an issue with the terminals.
if the car still wont start, check the battery cable itself for corrosion, if corrosions present replace the cable.
next check the ground wire from the battery to the frame of the car. make sure it has a clean connection on the frame.
if these are good and still wont turn over, then replace the starter.

I finally got mine fixed!! It was the crossover wires between headlights(the wires that run in front of the radiator). One wire was torn into. Spliced them and taped back together. Hope this works for you!! I also used something called wire caps that help hold the spliced wires together. I found this solution on yahoo.com search engine where someone else had suggested this. My only problem was no dim lights, but all the other lights worked fine.

one of the symptoms of a bad alternator is the battery light to come on so maybe you should check your alternator .

You are right. Its the key code problem.
As per the manual it says:--- sometimes when the battery is disconnected or has to be recharged - this happens. The computer forgets the key code and the key has to be re-coded. The ford service center/dealer charge $35 to $50 for recoding the key and this makes the car to function properly and it starts .

Also check the code in your car:--- under the plastic-passenger side under the very back window-next to rear passenger door jam-Looks like a black box. The Original Code is on a tag on that box.But if its not there then dealer is other option/.It takes few minutes to get recoded.----------------This should help.Thanks.Helpmech.
