Are you sure the steering wheel isn't putting pressure on the steering lock release mechanism? Pull the wheel slightly to the left and right while trying to turn on the ignition.

check for fuel pump relay and if it has a ecm fuse or relay and check them

Did this on my 2002 Stratus 2.4L. I agree with other poster, you do have to remove the passenger tire and wheel wall to do it, but the tensioner travels clockwise.
Note: I offer this solely as a description of how I accomplished the task on my vehicle. It should not be taken as me advising anyone else in any way on how or whether they manage to repair their own vehicles.

1) Engaged parking brake, loosened lugs on passenger front tire.
2) Jacked-up and placed jack-stand.
3) Removed piece of black under-carriage which surrounds the oil filter and attaches to front bumper. There are at least 10 plastic push-pins to remove and I managed to destroy half of them in the process.
4) Positoned belt over lower pulleys and tensioner (as best as possible) then used a bungee to hold the top end of belt up while I worked under the car.
5) Used a 3/8 ratchet and inserted into square hole attached to the tensioner, disengaged the tensioner (moves clockwise) then used a brace to keep the ratchet handle in that position.
6) From top, removed bungee and finished placing belt over alternator, checked the position of entire belt, reengaged the tensioner, and replaced wall and wheel.

timing these new motors today are difficult, your timing may still be off. You'll need to get a timing gun. Also did you make sure that the motor was Top Dead Center(TDC).

Perhaps a relay. But does it change or quit if you move the steering wheel? Try to see if it changes if you raise or lower the steering wheel, which indicates a short in the steering column near the ignition steering lock linkage.

Sounds like the ignition switch in the column is bad or has a bad connection at the connector. Look under the dash for a large bundle of wires coming from the steering column. Check all the connectors in that area for tightness .

Is the key lacking the chip needed for the security system? Could be a short in the Steering column, or one of the relays. Need more info about what you have checked for.

Sounds like that key has worn out or it's bend a little and not making any contact with the tumbler.

You probably have a damaged clockspring assembly. You must remove the steering wheel and partially disassemble the steering column to replace it.

How do you replace a flasher on a 2002 Dodge Stratus?

The flasher is mounted to the back side of the multi-function switch. To gain access, the upper steering column cover must be removed. The flasher can be removed by pulling it forward. The flasher is serviced separately from the multi-function switch. The flasher is black.
