What lights ? And won't start how ? The clicking is more then likely a relay or a module of some sort . When you turn the key to the start position does the start engage an spin the motor ? Or nothing happens , a crank no start or no crank no start !

Electrical draw CTSY FUSE

I wonder if the buzzing is coming from the key switch ? (ignition ) . CTSY is always HOT ! you need a wire diagram to see where CTSY wires travel to & from to isolate this draw . I found that the CTSY 20amp fuse is also wired to the parking lights 20A fuse @ fuse block . start there, check all wires, grounds to parking lamps, and switch, it might be your headlight switch thats causing your problem ! replace it and see what happens !

Wiring diagram for 1987 chevy silverado 10 free downloands

Sorry, I don't have good enough wiring diagram for your model year?
Check for battery junction block, under the hood, one of the positive battery cables should go to it, see if there is a bunch of fusible links, check them. Use a testlight on out put side of link, check for voltage. If there is a handful of links, sorry, I don't know which one. Maybe you will get lucky and the first one you check will be the faulty one, where applicable. I don't usually get that lucky. If you make a hole in wire insulation, use finger nail polish or something to cover the holes.
I thought about using jumper wire for B+ to ecm B fuse for testing. I don't want to suggest anything that might cause you more problems, you need to fix it properly.

I have a 1991 Z71 k1500 chevy silverado 5.7L 350 4x4 the CTSY fuse is drawing power

This problem is usually caused by a door or trunk switch. It could also be caused by a reading light shorting out under the headliner. The only way to find out which one is the cause is to eleviate 1 at a time by disconnecting 1 at a time untill you find the one that is shorting out. Some times it is just the bulb that can cause this try removing 1 bulb at a time first this is the easiet to start at.Also if you have a trailer hitch with wiring eleviate this first. This trailer wiring harness can cause alot of this kind of problems because they are exsposed to the elemnts they corod oftenand short out or get pinched and short out.

Tail lights don't work on 1998 Chevy Silverado.

check the wiring from the tailights back to the fuse panel, it sounds like an open connection. if i recall correctly check under the dash on the drivers side near the fuse panel for a bunch of wires in a bundle and look carefully for a wire or two that are cut/shorted/or seperated, you can also check under the drivers side kick panel by the hood release.
