Talk to a steering specialst shop about how to remove the valve assembly from the powered system to allow the rack to move manually. failing that stick with toyota products and go back a few years before power steering was the norn.

Unless the rack and pinion gears are slipping (jumping a cog), then try putting oil on the universal joint in the steering column just above the rack & pinion. Two mechanics wanted to change the rack & pinion for $900 or the "Yoke" (whatever that is) but a generous squirt of oil on the U jont fixed the problem for my 2002 Camry!

check cam or crank senso if distributorless ignition if as distributor check rotor or cap for moisture or cracks

There are many different types of 4a engines including 4a 4af 4age 4agze but the 5a is a 1.5 8v engine the 4a is a 1.6 usually a 16v. a 4age is a 1.6 16v gti engine that produces 129bhp depending on year later models had a little more. both engines are fuel injected and were produced for roughly the same period of time. from my experience a 4age goes on for ever. hope this helps

when it comes to the power steering hose I would say just do it yourself. As for the rack and pinion it will probably cost you quite a few hours of labor. anywhere from 5-9. Its up to you!
