SOURCE: i cant locate the fuel filter
Located in between the frame rail and the gas tank. It would be, if you are looking up at it from underneath, right below the rear passenger seat. You have to have an almost empty tank because you have to unstrap the fuel tank and partially drop it to access the fuel filter. Been there, done that.

most likely no filter that you can service. most of these chryslers have them in the fuel tank as part of the fuel pump

I think you mean the harmonic balancer, which is the pulley mounted at the front of the crankshaft. (You need to remove the engine and all of the pistons to remove the crankshaft itself.) Check your local parts store for a harmonic balancer puller -- I got one from NAPA for about $75 that allowed me to pull the balancer without removing the radiator/condenser.
