Then there is the question of if we are talking about an E-150, E-250. or E-350?

Once we know this, we would have to know if the vehicle in question is equipped with 4-wheel antilock brakes (4WAL) or just rear antilock brakes (RWAL)

Then, would you be looking for the fuse for the ABS Electronic Control Module? or the ABS Hydraulic Control Unit?

Even better question....WHY are you looking for the fuse? what are you trying to fix?

It will be inside the right front passenger side kick panel. It has a button you push to reset it

This particular van should not have a vacuum modulator. That part is located on the transmission and controls shifting which is electronically controlled on the 94 models.

This a repair for a transmission shop. Sounds like the pumps are bad inside the transmission. Thats the worst option I have.
It also can be a poor shift linkage adjustment. And the last solution can be the speed module that tell the transmission when to shift.
