under the hood right of center. above and to the left of the battery. there is a black plastic box about 6x6 in. it has a pop off cover. on the inside of the cover there should be a diagram showing you which of the 2 relays is the fuel pump relay.
Located under the hood you will see a relay box(plastic) unclip the cover and walla should be listed as to what fuse/relay is what on the inside of the cover, generally there are more then one of the same relay's which makes testing it a breeze...just remove the twin relay and put it in the fuel pump relay connector to see if the pump works.

When one side blinds faster than the other, the side than blinks faster means a light bulb burnt or not making contact. Are u sure the hazard light are the same with the blinkers
