If you have throttle-body fuel injection, you don't have a fuel rail. The fuel pressure regulator should be mounted to throttle body.

is this a car or a truck? in all the Fords i have worked on the regulator is located at the end of the fuel supply rail that goes over the fuel injector inlets on the top of the engine, it has a vacuum hose goint to it. see picture below of typical Ford pressure reg.

The fuel pressure regulator is located under the intake plenum attached to the six in one fuel injector.They leak quite often causing hard start conditions.The injector is also known as a spider injector which will come with the regulator .

No, low fuel pressure is caused by a weak fuel pump.
High fuel pressure is caused by a faulty fuel regulator.

The regulator is in the fuel tank. You must drop the tank to get to the system It is part of the fuel pump/fuel pressure regulator/fuel level sending unit. If just changing the regulator which you can,make sure you install new o-rings, put a little clean gas on them to install. Cheaper than a new fuel pump.
