There are three fuse's for the instrument cluster , all located in the central junction box (fuse panel ) inside the vehicle ,under the dash !
Fuse # 14 a 10 amp , fuse # 23 15amp. and #6 15amp . Look behind right and left kick panel . But i don't think this is a fuse problem , gauge itself could be bad .

Click on the owners manual link, It will ask year--make--model.
Sometimes the fuse box cover will give you fuse and relay location.
www.fordparts.com also has owners manuals, you have to surf the site a little to find it.
If you have a problem with particular system, if you can give us more info, maybe we can find wiring diagram for that system?

There are actually two fuse boxes, at least on my 01 Vic CVPI. The primary one is under the dash on the driver's side and to the left of the steering column. the second one is under the hood near the battery. Your owner's manual should have a diagram as what fuses control your car's accessories. Hope this helped! Bill
