Start with checking the brake light switch.
follow the brake pedal up the metal arm until you see a little switch pressed against the metal arm.
When the brakes are pressed, the switch button extends and unlocks the shift lever and turns on the brake lights.
It is common for a little plastic piece to deteriorate and break away, causing the brake lights to stay on and can damage the shift lock solenoid.
Attached is a photo of the brake switch where it contacts the pedal arm.

There is a little snap cover beside the shifter. You can pry it open with a little flathead screwdriver and insert a thin object inside to release the shift lock and get out of gear until you find the fix.

Make sure battery has a full charge and battery connections all good. Two voltage circuits at the starter motor, one comes from the battery, hot all the time. The other goes hot with key in the start position and is wired through clutch switch, I haven't looked up info on your clutch switch. The starter motor is grounded through engine block. Any testing at starter motor, make sure tranny is out of gear and parking brake is set.
You can check the starter itself, take it off, lay it on the ground, hook up jumper cables properly from battery to starter motor, at the least, it should kick out the drive gear and spin.

The turn signals and hazards quit working on my 1993 ford escort wagon

Hazard lights are nearly perfect, turn signals come and go. Since both failed, it's not likely to be the flashers or switches. If the fuses are good, you have a rusted ground-20 years of rust! Check by jumping new ground wire to green wire. Wires sometimes break inside door jamb and body but not very often. The poor man's solution is to make a tail light with two sharp pins and three feet of wire, check wire at switch, flasher, and every three feet after that. Few people bother with automotive electrics for these reasons.

Both turn signals on my 1998 Ford Escort zx2 don't flash.

The 98 Escort is actually a Mazda 323 with Ford trim. It uses a solid state flasher relay for both turn signals and hazard lights.
The relay is behind the speedometer. My guess is the relay has died.
You can look it up online or check with your local auto parts store to get a visual.

cut off switch could still be bad. First my sure gas is getting to the engine....if so then this indicates that fuel system is working properly. Sounds like car may not be firering.
