four cylinder or v-6?
the four cylinder will have one before the cat in the exhaust manifold and one after the cat in the exhuast pipe.
the six cylinders will have one on each side of the engine in the exhaust manifolds before the cat. If it has one catalytic converter there will be o2 after the cat. If there are two cats there will be an o2 after each cat.

Your starter relay should be in the power distribution center under your hood as in the following video. If you mean you starter solenoid, it is attached to the starter on your model. I am assuming you have the V6 engine 1996 2000 Chrysler Sebring Convertible Relays Fuses Fuzes
