Make sure the inside handle is still attached to the cable. If so, have some one push down on the hood as you pull the handle, let up on it before you release it. If it opens, adjust the latch upwards. Sometimes pulling the handle , then hitting the hood pops it open, again adjust the latch. If the cable is broken, I suggest you take it someone that has experience getting them open. Have the cable replaced and adjustment to the latch.
Have someone press down on the hood with their palms while you try and release it, if it does open lube the hood latch with white lithium grease AKA "Lubriplate".
