Check out the Homelink Website. I found instructions for my wife's GS300 there. I haven't tried it yet, so I'm not 100% sure this will work.

If it is running perfectly I wouldn't think that you would need to replace the timing belt. You shouldn't need to replace that until 100,000-120,000 miles. Remove 3 - 4 screws on fender cover close to side marker light. Pull fender cover out a bit for you to use your other hand to reach side marker light. By twisting on one direction and here you go the light out. Replace new bulb and replace everything on reverse order.

Unscrew 3 - 4 screws on the front tire fendor cover close to your side marker light. Pull the fender cover out, use your other hand to reach the side marker light. Using twist and pull the light set out. Replace a new light bulb. Replace everything in a reverse order.

you aren't that talented, spend the money and order a OEM Lexus replacement latch actuator and do the installation as the OEM latch assembly is not repairable.
