There are two fuses for the fuel pump relay. One fuse is load side of relay, that fuse also sends voltage to load side of asd relay, the asd relay sends voltage to several systems, two of which are the fuel injectors and ignition coil. I'm not telling you to replace, anything, but, you need to do some testing.
The other fuse goes to control side of relay, smaller amp fuse. I don't know the amp rating of the fuse that keeps blowing.
See that fuse, it supplies voltage to load side of fuel pump relay and also to asd relay.

Unplug the asd relay, see if fuse still blows? It won't start, but, hopefully it will crank. If the fuse blows w/o turning on the key, have to check fuse box and fuse wiring circuit.

2004 Chrysler PT LOSER Cruiser, 2.4 non turbo, automatic trans. I replaced the timing belt, tensioner and water pump, and reassembled . I started the car, it ran rough at idle but accelerated fine.

"I started the car, it ran rough at idle."................

Hate to say it but it sounds like your timing is off a notch. I would start there, it should idle smooth, rough idle indicates timing, all other things equal. I would also check to see if you haven't pinched a wire somewhere in the system, recheck spark plug wires, check for vacuum leaks, verify the PCV is working properly, and check the air intake ports for leaks.

I have a 2004 PT Cruiser,2.4 NON Turbo, automatic. Changed Timing belt and water pump, started car and had rough idle. I had it scanned, with a P1684 code. It ran down the road beautifly with no codes

https://www.autocodes.com/p1684_chrysler.html Did you have the battery disconnected ? That's all this coded means . Fuse # 12 -15amp under hood fuse / relay box ? If this is the fuse that blows ,according to my wiring diagrams it powers the brake lamp switch . Has nothing to do with thing's you have listed . If it is misfiring check fuel injector .

2004 pt cruiser turbo idling and running roughly

c99fd777-e303-4157-9a0b-18509a067e72.gif you would need to do a running test. but if its worse with new injector. then it can be the dispack fault. it feeds the spark plugs. have seen some were the unit has leaked. and made like a cement on the shaft that is the inside of it come out and dropped down the shaft. also the rubber will go white like water marks. check them to make sure they are the same if it does look like what ive said change it. they are not dear to replace.

My 2005 PT Cruiser keeps blowing fuse 13, what is the problem

Fuse number 13 is a 20amp fuse that powers the ASD relay and the computer among other things.
Someone will have to pull the relay and check the circuits one by one to find the short. It could be any one of a dozen or more components.

Ingition fuse keeps blowing 2004 pt crusier

Too much combination of voltage/current. Fuses are to keep things from over-heating/catching fire. If you replace that fuse with a larger one, it won't blow as often, but it defeats the purpose of the original fuse, which is to limit your voltage/current.

hope it works
