if all forward gears are dead, and the manual lever works.
the trans is bad.
try with TCM unplugged to trans.
and all forward gears dead,
with no TCM , 1st gear must work, it must move.
unplugging it , prevents any TCM wrong doing.
and only the internal manual valve now works,

this is an A/T right> not M/T right
accord come with many engines and trans.

did you read the FSM sections? chapter, on car A/T service, if not why not.? the solenoid only does with the controller tells it to do. and the solenoid only gates (valve) hydraulic paths, to the reverse circuits, so that means it can be 3 things. 1: bad command from TCM 2: bad solenoid 3:bad tranny. if you have a good solenoid and TCM is sending 12v to it then the tranny is bad. Got a voltmeter? test the voltage to the SOL.
The interlock solenoid is provide with power by the Transmission control module (tcm) when the brake pedal is applied and then grounded by the gear selector switch in park. If you access the connector to the tcm, you can check to see if it's getting a ground signal and check the solenoid. Pull the harness connector off the tcm and apply 12v to the harness connector pin that leads to the white wire with a green stripe as seen in the diagram. If the solenoid clicks, you may have a bad tcm. If the solenoid does not click, you may have a bad solenoid, or bad selector switch. The tcm is under the front passenger footwell.
This is a very common problem, the transmission computer (tcm) has gone bad. It is located under the front passenger footwell. Pull back the carpet and you'll see both the engine computer and the tcm. They are available as rebuilts on ebay and other sources online. Do not buy one from a 2nd hand supplier. They are all bad and must be rebuilt. Google: "accord tcm" for more info.
Ok, make sure the tcm is connected properly. there is a o/d shift solenoid that is controlled by this device(tcm/pcm). if the wires and module aren't connected properly or, if the tcm/pcm is malfunctioning, it will render the OD inoperable. inspect the tcm and wires on the trans for correct connections and fit. test the module for its operational value and, pull the pan on the trans to test the OD shift solenoid as well.
Normally when u have a TCM problem, what the car do is hard to change gear, but if your is slipping you will have to do something to you transmission, replace or rebuilt it, good look
