There isn't a shut-off switch for the fuel pump. Just curious, are you missing anything besides fuel? Engine cranking, you have spark at the plugs and fuel injector pulse?
There is a fuel pump fuse and pump relay in the under hood fuse box.
Just to add, my database didn't show one? If I posted the wrong info, please excuse. I just looked at the wiring diagram?

On the 98 Silhouette, the PCM should be located in the air filter housing.

It is in the trunk I can remember which side on a 92 but it will be behind the side trim panel almost straight down from the trunk hindge.

The first thing i would check is all 4 abs sensors at the wheels.You can do this with a volt meter set on ac voltage and spin the wheel if it generates voltage at all on the meter its good.

It's not the fuel shut off. It wouldn't run at all. There's many things to check yet.

I had the same issue. I changed all the standard things. turns out my problem was an orang wire in the wiring harness that runs by the fans when i puled on it, it snapped in half. i repaired the wire and all my problems went away. good luck people
