yes the clutch safty switch completes starter circuit to test just jump switch with a paperclip if truck starts switch is bad

Also check to see if there is power in the start wire form the ignition switch, the wire is a white wire with pink stripe, most likely not a common problem, but still something that could go wrong. this wire will feed the starter relay under the hood...

Sounds like the multifunction switch. Try working the hazard switch up and down a few times to see if you get some lights to work. If so then replace the switch.

On 1992 and later models, the neutral safety switch is incorporated into the Manual Lever Position or Transmission Range MLP/TR sensor.

RENOVAL & INSTALLATION

  1. Disconnect the negative battery cable.
  2. Raise and support the vehicle safely on jackstands.
  3. Place the transmission in Neutral.
  4. Remove and discard the manual control lever nut, then remove the lever from the transmission.
  5. Detach the TR sensor electrical harness connector, remove the TR sensor retaining bolts, then pull the TR sensor off of the transmission case.
To install:
  1. Position the TR sensor against the transmission case and loosely install the 2 retaining screws.
  2. Attach the TR sensor electrical harness connector.
  3. Use an alignment tool, such as the TR Sensor Alignment Tool T93P-70010-A, to align the TR sensor slots.
  4. Tighten the TR sensor bolts to 80-100 inch lbs. (9-11 Nm).
  5. Position the manual control lever onto the TR sensor, then install the new lever nut to 22-26 ft. lbs. (30-35 Nm).
  6. Lower the vehicle.
  7. Connect the negative battery cable.

Park is the last detent when the manual control lever is full forward. Return 2 detents toward the output shaft for Neutral.

  1. Position the manual control lever in Neutral .
  2. Raise the and safely support the vehicle.
  3. Loosen the sensor retaining bolts.
  4. Insert Gear Position Sensor Adjuster tool T93P-700 10-A or equivalent, into the slots.
  5. Align all 3 slots on the MLP sensor with 3 tabs on the tool.
  6. Tighten the attaching screws to 80-100 inch lbs. (9-11 Nm).
  7. Lower the vehicle.

connections? at the battery posts are good? power available at starter relay? car is in park or neutral? now you need to verify theres power on the start wire. the small trigger wire for start enable. if a test light or voltmeter wont show power during crank, then it may be theres a problem in the neutral safety. it has to know the trans is out of gear. newer vehicles have mlp sensors instead of neutral safety switches. its time to get a service manual and determine the pinpoint test for this vehicle

Where does the ignition switch and fuse panel get its power from? 4 dead fuses, not blown.

I have found with these Crown Vic's,especially police cars,they manage when the get in accidents to hit the right front of the cars and when they do they damage the wiring harness. The rain,salt,snow get in the harness and you eventually have problems. Look under the car in front of the right front tire and you'll see. Good size wiring harness. Look at it for damage,or sometimes you'll see like a light green dust coming out of the harness. Usually where I find my breaks,shorts or opens.

I would check for voltage at the starter from the battery and from the key switch via the neutral safety switch.
If there is no voltage at the starter from the battery check the fuseable link wires and the ground connections.

2004 Crown Vic Police car the starter tries to engage while shifting from Neutral to Drive, any ideas?

The ignition switch and/or neutral safety switch is failing.
Please do not use the vehicle until you are able to inspect the ignition switch,the wire harness connected to the ignition switch and neutral safety switch + the recall on the wire insulator.
The starter gear can damage the flywheel and cause LABOR INTENSIVE repair.

My car wants to keep starting even after turning the key off

solenoid may be sticking. Have someone start the car, if it sticks tap the solenoid with screw driver handle. If that stops the starter, replace the solenoid. If it were me, I wouldn't bother testing it and just replace solenoid.

My 2004 crown victoria is dead - battery replaced

there is a loose connection on the small wire that hooks to the starter. jack up the car and tap on the wire and starter and it will crank. i had to put a new crimp connector on mine. its starting just fine now. done this to 3 1994's and 2 1993's good luck let me know how it goes. sawdust46

IT IS PROBABLY THE MULTI FUNCTION SWITCH ..THAT IS WHAT YOU USE TO TURN THE BLINKERS ON..TRY TURNING ON YOUR EMRGENCY BLINKER BUTTON AND IF THEY WORK THAT WAY IT IS NOT THE FUSE...THE MULTI FUNCTION SWITCHES ARE PRONE TO FAILURE...
