You probably mean your fan clutch. Always engaged, unfortunately it's a very common problem with our platform. Replace your fan clutch.

What fan ? Your vehicle doesn't electric cooling fans , has engine cooling fan and clutch driven by the crankshaft via the drive belt. Your probably taking about the
Secondary Air Injection System Description .
The secondary air injection (AIR) system aids in the reduction of hydrocarbon exhaust emissions during a cold start-up. This occurs when the start-up engine coolant temperature (ECT) is between 5-50?°C (41-122?°F), and the intake air temperature (IAT) is between 5-60?°C (41-140?°F). The AIR pump operates 5-60 seconds after start-up.
The engine control module (ECM) activates the AIR system by simultaneously supplying grounds to the AIR pump and the AIR valve relays. This action closes the relays' internal contacts. The AIR pump and the AIR control solenoid valve/pressure sensor assembly are in turn energized, the pump runs and the control/shut-off valve opens.
The AIR pump sends pressurized fresh air into the pipes/hoses through the open control/shut-off valve, and into the exhaust manifold. The extra air accelerates the catalyst operation, helping it to reach operating temperature faster. The AIR pump remains ON for a short period of time after the control/shut-off valve is commanded OFF. When the AIR pump is commanded OFF it will not run or be activated until the next vehicle start. When the AIR system is inactive, the closed AIR control/shut-off valve prevents air/exhaust flow in either direction.
In the under hood fuse box find AIR PUMP fuse # 64 60amp pull the fuse an see if the fan goes off . There are two relays secondary Air injection (AIR ) pump relay . The contacts may be stuck together .

with new filter it takes 7 quarts. that is assuming you do not have an ss trailblazer or v8 model

Very common problem. Replace your fan clutch. GM should of made that a recall item, happens so often.

Are you using the a/c? If so it is probably a clogged a/c drain. Will find it under vehicle near firewall. Small rubber hose. Run a clothes hanger up it or compressed air.

2005 Chevy Trail Blazer fan won't shut off

Are you talking about radiator fan, my info shows electro/viscous fan clutch. Can you check for applicable trouble codes? Around here some of the national brand auto stores will check codes for free. My info shows a list of codes for that fan system as long as my arm.
You should be able to pull fan fuse in under hood fuse block, so the battery doesn't run down, till you find out what is going on.

Try disconnecting the wiring connector from the fan under the hood. When you have it off, place some dielectric grease on both, and reconnect it. Try it to see if that did it or not. I have a Blazer that I work on for a friend & it has to be disconnected from time to time to get it to work.

Control settings will not change so the blower fan does not push any heat or defrost.

It sounds like the blend door is not switching. Many times a broken vacum hose under neath the hood will cause this. The blend door is vacum operated, if one of the hoses is cracked you wont have a functioning blend door. Usually with the vehicle running and hood open you may hear a hising noise. Locate it and fix it.

Air will blow out of floor vents and defrost vents but not out of the air vents in the dash on my 2002 chevy trail blazer.

Probably a loose or broken vacuum line under the hood somewhere. With the engine running, wiggle all hoses around and listen for a hissing. Check the one that goes to the vacuum pot that bolts to the under side of the hood. There is also one that runs just on the left side of the air breather that is prone to cracking from heat.

there should be a tag under hood on plastic housing by left hinge that shows this info, dumb question if 2008 isn't it under warranty?
