My air circulation button is red and won't turn off even when the car is off with no key in the ignition.

Have you tried replacing the a/c button? Perhaps the switch is worn from constant use, it is a 15 year old car. Maybe the contacts are worn on the switch, or corrosion if you live in an area with high humidity. It would be a fairly inexpensive place to start, if no success, go to a qualified a/c specialist and get a free estimate/ check before dishing out your hard earned money.

Those two buttons are for where the air supply is coming from. The circulating arrow is for recirculating the air inside the car (recirc), and the straight arrow is for bringing fresh outside air into the cars climate control system.
Most often, the recirc button is used for air conditioning (it is easier to cool air that has already been cooled inside the car than the hot outside air) or for driving in dusty or smelly areas (i.e: my cars inside air smells better than the outside air right now!)
The slider selects the defroster. Slide it all the way to the right.
Keep the outside air button selected for using your defrosters. If you have recirc selected and have been driving for a while, if anybody suddenly cracks a window, then the all the windows (including the windshield) in entire car will fog up!!!!
Sounds like the ignition switch is worn out(or the linkage from the lock cylinder to the switch has come loose or something like that)
