People on the Jaguar Forums say a poor ground (earth ) connection can cause this symptom. A block of relays control the instrument panel including the speedometer. a corroded or intermittently connected ground. could be it. cold corroded connector would conduct better than a hot one. https://www.jaguarforums.com/forum/x-type-x400-14/gauges-speedometer-sometimes-dont-work-97892/ Or the relay could be defective.
Year, brand, model would be helpful. You sure a speedometer cable is broke? If you have a newer car most of them have speed sensor(s). If a speed sensor is not working, it could be the problem with the shifting. Please rate my answer so I get points awarded.
If everything else works ok, the vehicle drives normally, and all the other gauges are working then you may have a bad speedometer servo motor. This servo is what actually moves the speedometer needle to match the speed you are driving at. The cluster would need to come out and be repaired to fix this problem if this is the case.
Open your hood and look for the fuse and relay center just above the
battery . open the cover and look for a fuse called IOD usually towards
the top of the block , they are labeled . Remove the IOD fuse for 20
seconds and then reinsert . The BCM becomes hung and this will reset it

If it would of been only your speedometer I would of tell you to replace your speed sensor. But in this case you gas gauge stopped working as well so I would recommend taking your whole cluster to a mechanic he will try to fix those two items, otherwise you will need to replace the whole cluster, same thing happened to me. Found the problem with the speedometer on my Buick. When you use the magnet to fix the gas gauge, will can and may affect your speedo. So use the magnet trick on it as well. Appears that the manufacturer didn't think about the needles being able to swing past the magnet they have set up in the gauges. Should have put a stop pin on the gauges.
It is possible that the connector came off the back of the circuit board behind the speedometer. Do the lights work IN the speedometer and gauges? Could also be that the ground wire loosened up under the dash, usually on the drivers side. Just some suggestions that I thought might help. Best wishes to you.
