Did you check voltage and ground, at the lighter socket? Maybe the lighter heater element is faulty, you can usually replace those.

Even if the fuse is good, that doesn't mean there is voltage on the circuit.

the lighter fuse is usually the accessary fuse in the fuse box,however some vehicles have a fuse in the power wire that goes onto the lighter under the dash check there .....hope this helps....cheers

Check the fuse for your cigar lighter/horn. I've seen the fuse blown from the lighter shorting. It will caue the cruie not to work also. I hope this helps. Good luck.

Auxilary power, electric windows, cigarette lighter and radio not working

Since all fuses are okay, I would start my trace from the fuse box and pick the easiest wire to trace which would probably be the lighter or aux. Check for any breaks in the line or any lose connections. It seems like a harness may be disconnected or cut.
