Could be in the switch not making good contact.Could be the safety switch on drivers door.But if the window on the other side works its ok.If you have a switch to let down the window on the driver's side and the door itself and neither one let the window down its a fuse or loose wire inside door.I wouldn't think from the age of the car that's the problem

REMOVE DOOR PANEL AND TRY TO ROLL UP, LISTEN FOR THE MOTOR. IF NOTHING THEN REMOVE THE MOTOR AND TRY TO OPERATE IT IF THE MOTOR WORKS WHILE OFF THE CAR THEN I WOULD REPLACED THE WINDOW REGULATOR.
With your key in the ignition, do not turn it, open the fuse panel by the drivers side door, pull out the 30amp P/CONN fuse at the very bottom (mine was in a weird yellow casing) then plug it back in. The disk drive of the radio should make a noise. Now start your Tuscon and turn on your radio.
Sounds like the acutator that pushes and pulls. either lost power or died. I would assumed died. U need to check to see if it is on a seperate fuse first, it may be. If the fuse is ok, remove the hatch inside plastic panel and arm and disarm the alarm. See if the actuator moves.
