I had the same code/symptoms a few weeks ago. Dealer did a nice job checking through all the details. Replaced the egr too, but no improvement. Finally found one cylinder not firing correctly (not the same pressure as the other cylinders.) Dealer did a value clean/adjustment, for about $250, and the problem has been gone for about a month now. We are also getting about 15% better mileage.
Hope this helps.

unfortunately it is. Contact your local dealership to see if it may still be covered under a warranty or not.
Customer Concern:
The check engine light is on with the trouble code P0740 present.
Tests/Procedures:
1. Test drive the vehicle and watch the tachometer. See if the automatic transmission locks up. If unable to see the RPM change, and the Engine Control Module (ECM) is turning on the lockup solenoids, then the problem has to be internal to the transmission. The transmission has an extended warranty from Honda for 7 years or 100,000 miles.
Potential Causes:
Automatic Transmission
Lock-Up Solenoid
Torque Converter
Tech Tips:
TSB #02-062
Diagnostic Codes:
P0740
SOURCE: 1996 Honda Accord Rough Idle Even After tune up
Perform a valve clearance inspection and adjust if necessary. Tight or sticking valves will cause a misfire or rough running concern. Note: Perform valve adjustment when the engine is stone cold. 4cyl: INT 0.26mm EXH: 0.30mm (V6 engine are hydraulic and no adjust necessary.) Also check for a sticking or stuck open EGR valve. For diagnostic purposes only: Remove the EGR valve. Place a business card over the EGR passage and bolt the EGR valve back on. This plugs the EGR ports and if the misfire goes away the EGR valve is partially stuck open and is defective.
Check for low fuel pressure. Check for low compression. Check cam timing. Check for a weak ignition coil. Also don't over look the possibility of worn or broken engine mounts which cause excessive engine movement and engine vibration. -hope this helps
