manufacturer specific for the kia its https://www.engine-codes.com/p1723.html for the p1723 is for the a/t relay the relay is located under the traction control module which is usually fitted under the dash near the heater box end. Sarah, The Engine Coolant Temperature Sensor on your Kia is located below rad hose driver side by exhaust manifold. May be a good time to flush coolant system when changing sensor.

I don't know what would cause this but the dealer should have scanned for codes and each of these codes are caused by one or more issues. It sounds like they didn't complete the diagnostics job that they were paid to do.
