no vin told, the 8th digit (usa) is engine code, learn to share that.

so the starter motor spins fast and engine too spin but will not start.?
the word turns over , means zero in the real world.
the starter spins, (turns) the crank shaft turns (if lucky spins) and the engine starts and runs and stays running. a serial process that./
worse yet?
other say turns means engine runs
turns over means ZERO to me.

try to know we are blind and deaf here, we can not hear you turn the to start via key, and matters huge. this.

you put in a new battery and all I can do is scratch my head.

P0102 MAF reads low, ( means weak and when weak engine power will be WEAK) the error means really SUPER WEAK or dead even.. or starter + battery weak causes fails error.

& B2799 IMMO errors

they will charge the battery first and load test it
then crank the engine. and see if it starts.

see the IMMO lamp up top. see the car body ICON with KEY symbol there. this lamp must not act wrong/
if does , this must be solved first.
IMMO means IMMOBLIZED.
the smart key , uses display message. no key detected

My friend, you may be about to blow up the motor.
Would you please refrain from starting this RAV4 until it is fixed, or you may destroy it, if it is not already destroyed.
Since I am so far away from you, my first thought was a stuck gas pedal, I remember them sticking and people dying many years ago. If you cannot take this vehicle to a Toyota dealer, at least call them and ask them about recalls and what might be wrong with it.

may be air in the fuel system
does the starter spin the engine fast ( slow cranking speed will not start a diesel)
are the glo-plugs working

Before test use premium fuel. 1/2 tank. Change engine oil to lower co2 slightly and make sure engine is heated up drive in low gear for a few blocks to revv up motor for a while. Then run test again.

Sounds like you may have a weak fuel pump.Check your fuel pressure and if its not within the specs that are required then replace the fuel pump and filter.

For an engine to start, you need three things...timing, spark, and fuel. Check the plugs to see that they are firing, check the fuel pump and fuel filter to see that fuel is being delivered, and check that all belts are intact and not frayed. it might give you a shock, but pull a plug and leave it connected to the plug wire. Turn the engine over while holding it on the engine block while still connected to the plug wire and make sure that the plug is firing as you turn the engine over. Once you have done all mechanical, check electrical. Could be a fuse in the relay panel.

try putting it in neutral and try starting it.it maybe that the neutral safety switch is out on it which means it wont start in park
