The idle air control (IAC) valve can cause this. Before anything Rav4 has tendencies to have vacuum leak causing unnecessary high RPM look and feel along the airfilter duct for anything broken or torn
Either the replacement sensor the windscreen technician should have fitted isnt connected properly to the glass or it has developed an intermittant fault - quite common with Renaults especially megane scenics and grand scenics....
