Did you clean it properly both sides, fully disconnect it? You need to do a Throttle Body Re-learn.

The idle should relearn by itself within a minute or so if there are no other problems. Was the battery changed/disconnected? Why do you think you need an idle relearn?

make sure you have no vacuum leak.
then disconnect the battery for 5 minutes then drive it normally with ac on

Try to drive for a while or hold it at a constant rpm. It should relearn the drive ability settings, if that doesn't work try removing the battery cable again for a while and reconnecting. If that won't work you may have to go to the dealer to have the computer re flashed

can you explain what happened, did the idle just act up or did you work on engine, and can you tell me what year,make and model this is and engine size so i can help you better with correct info.

Most Toyotas have the relay or the fuse in the drivers side kick panel.

Tell your dealer to replace the electronic throttle motor. This is your problem.
