I saw this happen to an outboard motor of all things. The fuel pickup tube in the tank had a crack in it lengthwise letting air be sucked into the tube when there should only be gas. Try sucking through a straw with a split in the side and you'll see what I mean. If gas is covering the crack, no air leaks in but when the fuel level drops down to or below the crack it begins to run very badly. You must drop the tank (when empty) and replace the tube or the sending unit as an assembly.
It is sludge and water in the tank. When you fill it water goes to the bottem of the tank and the good fuel goes on top where the fuel pump is.
