YES you need them, ENG MTG is the Engine Management system, and the ENG CONT is the
Engine Control system so you see if they are disconnected you will have a good time wondering what is up with the car
The fuse locations you indicated is for the engine control and won't have any fuses in it. The IPDM which is a large fuse and relay box located over by the washer fill has the fuses and relays for the engine control in it now. This was changed by Nissan as a modification and is normal on your Altima.
you will find another fuse block under hood near windshield washer fill neck.remove the cover and it will show the location of headlamp fuses.most likely is a blown fuse.
Need to disconnect ground to battery before replacing light bulb or fuse will blow. Fuse is located in engine compartment next to windshield washer fluid.
