With the exhaust manifold off. If there is some of the bolt sticking out. You'll need a torch to heat the head up, red hot around the bolt. Also a pair of needle nose vise grips to grab it with and turn it out. You'll have to heat it several times to get out. No bolt showing, you best bet it to pull the head. Drill the bolt and extract it.

Very limited options for this repair
it will require room to operate the necessary tools for drilling and extraction and that may mean the removal of all items in the way
discuss any options with an engineering engine repair shop ( not the local corner garage) as you will need specialized skill to effect removal of the broken stud and refurbishment of the thread

SOURCE: Broken manifold bolts / manifold removal

Whatever it takes, but make sure you soak some penetrating oil oi wd40 on others to avoid any more being broken. Pulling the manifold is the safest and quickest way. With it out of the way, you'll have someting on the broken bots, now studs to work with. Always drill a broken stud or bolt clean through. Penetrating oil can work from both ends and a broken easy out can be driven in far enough to work arounf -Good Luck, force nothing, Tap stud and apply only stesdy even presure when extracting.

SOURCE: broken bolts on exhaust manifold 6.0 liter chevy

These bolts usually have become very hard and brittle from the high temperatures. You will need carbide drill bits to drill into the bolt remains for insertion of an 'easy-out' tool. 'Penetrating oil' squirted into the threads may help remove the ends.

SOURCE: exhaust manifold leak due to broken bolts, how do

If it's broken off below the surface you'll have to drill the remainder of the bolt out. If it's broken off above the surface and you're somewhat handy you can weld a nut on the end of the broken stud and remove with a socket wrench. Here's an excellent read on the how to of removing broken studs....it saves me the time of having to type it all out. Good luck.

How do you remove the fuel line from the intake manifold on a Ford Ranger XLT with a 2.9 Litre engine?

Not sure what you are saying that broke.
If the line is plastic and the fitting has no place for a wrench, you use a tool made to release the spring tension inside the connector. AC lines use the same setup.
If the plastic line is broke, you may be able to get a repair kit at your local auto parts store. The fuel line is designed to be replaced all in one piece, not repaired.
