You have to unhook the battery then you have to remove the two screws that hold the horn on next remove the ring that has three screws in it and then remove the center nut pull the steering wheel with a steering wheel puller, you can rent it ad return it for your money back next use the U shaped clamp to compress the center plate down 1/4 of an inch then with two picks remove snap ring, next pull plate off, next unhook the wiring harness and pull the three screws out of the turn signal switch and pull switch out of column and replace with new switch.

I have a 1997 chevy blazer the hazards work fine but the turn signal is not working I checked the fuse in the fuse panel. what else could it be

Replace the Turn Signal Flasher Relay. It has 2 relays. One for the Hazard lights and one for the Turn Signals. The Turn Signal Flasher Relay is located Front seating area, driver side, passenger side of steering column, under dash, mounted near cigarette lighter. Optional mounting location is under dash, on driver side of steering column. (Curtorsey Auto Zone)

My 1997 chevy blazer does not have a 4wheel drive switch

If there is no switch present then it is full time 4X4, it does not disengage, good for travel bad for fuel mileage.

97 Chevy truck blinkers not working but hazards do

Try replacing the Flasher first before spending to much money for a possible simple fix. If it's not your flasher then it could be the turn signal leaver.
Ok, this may seem stupid, but that's what they did to the blazer. They set the flasher near the middle and under the center console behind the radio.

It's to the left of the radio right behind the dash. The hazard flasher and the turn signal flasher are side by side.  It right next to the Cig lighter behind the panel. They do mark the turn signal from the hazard flasher on the plastic behind them. Turn is on the right.

Good luck and hope this helps.

1998 chevy blazer

Unplug the turnsignal switch. If it stops then replace the switch. This is a common problem. Alot of times it is the hazard button that melts and causes it because all the turn signal functions go though the hazard switch but you have to replace the whole switch to fix it.
