Who has a alarm on a 19 year old car and checked relay power to one prong behind it 10a fuse no power and one wire on connecter to pump powered out of four wires
Sorry but they did have anti-theft systems back then. GM had them on 80's era vehicles !
Check I/P Battery fuse 30amp ,this powers the 10amp fuse through the relay . While cranking the engine one other pin should have power !
Ip has power 10amp none
Pull the I/P an check the under side , Open in that circuit .

Did nothing only getting power to relay not 10a fuse and weak power on one wire out of 4 on fuel pump
Is the PCM energizing the relay ?

The Saturn Fuel pump relay and fuse is located undar the panes on the passenger side of the center console near the passengers left foot there are two relays there that look identical one is fuel pump relay. Just switch them around they are bot the same and see if the fuel pump runs now also the fuel pump fuse is in there i can't send diaagrams on fixya because their program will not let them go through if you need one email me at [email protected] Please give me a fixya rating if this information is helpful to you

Try pulling the engine coolant temp sensor, They often crack not sure why but the ceramic tip cracks makes the car hard to start, or won't start, the car's idle may race while shifting gears, and often smokes. The sensor is on the right side of the engine when looking at it on the head. Easy to change and get too

Jumper the relay, not fuse. It under the bonnet
looking at Saturn factory wiring diagram the fuel pump relay is located in the I/P junction block . No under the hood in engine compartment .

The car is not sending power to 10 amp fuse and one prong on relay and one wire on plug to fuel pump
