What's the temp reading on the dash? Below half way point. Maybe 160? Replace the thermostat. You PCM is fine. The fans come on with the a/c. Relays also. Yada has valid points, If nothing works. First check for fans.. If the a/c works. turn it on, if the fans work, all the relays are good. So is the PCM.
Its confusing because the thermostat was also changed. It goes a little pass half then starts to bubble in the reserve bottle so i turn the ac on to turn the fan on and as soon as i do so bubbling stops. It has two plugs on the fan one for the fan motor and one to the left top corner while your facing the van when i shut the van off and unplug the one on the top left corner and restart the van still doesnt work without the ac but when the ac is turned on the fan spins faster but cuts on and off 5 to 6 second delay in between
Bubbling is normal on all cars at operating temperatures. They purge air. First look at the hose from the reservoir to the radiator. I has to be a straight shot, No kinks in it. If it has a kinked/blocked, it will not let the radiator pull coolant back out of the coolant tank. This will cause over heating soon. Radiators are never full, they have some air in them. This causes the bubbling. Low speed fans kick on at 200 to 210 degrees, High speed fans kick on at 225 to 230 degrees. Your gauge could be misleading. What the computer reads and the gauges shows you can be two different readings. I suggest that you run the car, leave the A/C off. Watch the temp gauge. It will go higher, but a certain point it will drop because the fans come on. Takes a scanner to see what the PCM is reading and what the gauge is showing.

Unless the engine is overheating you do not have a problem, the fan only runs as needed, not all the time.
Pull the connector at the engine fan motor, do the connectors look burnt or the plastic shell of the connector look burnt?
Also donot ovheat this engine or you will end up destroying it.

Does it run if you jump 12 volts and a groud wire to the motor? If you are not skilled at electrical work leave it to an expert.

You may have a defective fan relay.
It is located under the hood.
I checked the relay ynder the hood in the fuse and relay box and its good ithink its the temperature sensor because with the ac on it works but when you take the ac of it turns off after a minute the plug isnt burnt it works straight from the battery and i changed the relay only thing i can think its the temperature sensor not reading right to cut the fan on
The fan doesn't have its own sensor it is controlled by the PCM which uses the ECT sensor output, so if the sensor is defective it should turn on the CEL.

That was probably not steam but escaping freon coming from the vents. Probably the best course of action would be to take it to an AC repair shop.

It does bubble when the ac is off because the fan isn't running
What is the actual engine temperature, just because it bubbles doesn't always mean an overheat, that can be caused by a defective radiator cap. If you have a gage does it show the engine temperature in the gage zone that indicates an overheat? Also keep in mind the fan does not come on to cool the engine until approx. 225 degrees fahrenheit.
