Darlene, did you by chance overfill the power steering reservoir or was there any other steering work done recently. Could be air in the system, a bad pump, pinched/collapsed hose, etc. You may have to have a good Tech. diagnose and estimate repair. Check the attached links, instruction and guides, Good luck

Power steering whine

The bubbles are more or less normal.
I would want to know for sure the noise is coming from the pump and not another pulley on the engine. When you turn the wheels you put load on the pump and the drive belt which loads the other pulleys too.
How about taking a long piece of heater hose and using it to listen around the belt while a helper turns the steering wheel ?

Ford 1993 Taurus steering

Have you checked the power steering fluid level? The reservoir for the fluid will be at the front of the engine, where the belt runs the power steering pump. If it's low or out add a little power steering fluid till full, then start car and slowly turn wheels back and forth from stop to stop-not too ******* the stops (when the steering won't turn further that way...that's what I mean by stops)....Turn wheel one way full travel, then reverse and turn the other way. Check the fluid level again, and add as needed.
If fluid is not low, the belt may be too loose to make the power steering pump work, or you may have a bigger problem that needs professional attewntion.

I have a leak coming from the under the right side of my car and i am constantly putting power steering fluid and the low brake fliud light came on 2006 ford taurus

you have a power steering leak either the pump itself or one of the power steering hoses has a hole in it.the low brake fluid light is probably the fluid sensor in the master cylinder providing the fluid level is not low.the sensors tend to stick and need to be tapped or pushed with your finger until it frees itself.

Power steering problems with 1997 ford taurus

What! Not likely the pump, if it has fluid. Most likely the steering rack is shot. Have a reman installed and flush the cooler or the new one will fail. Install a FILTRON magnetic filter, in the return line also. Use Mercon or Mercon V Fluid, not auto part store **** and never any sealers. If you want ,you could make up a blend of Lubegard and Mec V. I do all the above,If it isn't like a new car after all that, check out the ball joints , but especially the bearing assy on top of the struts. They could be half your stiffness. What causes these steering racks to fail ,is because, no one changes the fluid every couple years, just like you never flush brake fluid or trans fluid. I made a living in the trans business ,just on Taurus and Chrysler Caravans, for that very reason. Don't you just love neglect?
