Has no relay for the sun roof . Has sun roof control module . No relay for power windows either . Go to http://bbbind.com/free_tsb.html free wiring diagrams , check it out yourself. Circuit breakers supply the Voltage for both . Do you know how to do basic electrical testing ? Videos on youtube .
I'm showing three fan relays in the wiring diagram. The fans are powered by two 30amp maxi fuses. The relays and fan motors are grounded thru the engine computer. The computer takes input from the coolant sensor and the ac control to decide when fans are needed. You would need to know if the computer is grounding the relays, and if not, why not. You may need a scanner to monitor computer output.
Not exactly sure as to wich fan relay you are talking about (cooling fan or the relay for the blower motor for the air conditioning) Kind of took a guess and went with the engine cooling fan relay. Below is a wiring diagram for that relay. If you need the other relay, a larger wiring diagram as this was the largest I could post on here or if you need pictures of the connectors as well. You can email me directly at [email protected] and I will be happy to email what you need back. Hope this helps....
The diagram of serpentine belt for 98 Buick Riviera should be on a decal on the fan shroud. Here is a link to notes on the Removal and Re-installation for the supercharged model. http://rivfaq.bravehost.com/Pulleys.htm
Here is another useful link that may help with the process.

CHECK COOLANT FAN FUSE/RELAY.IF BOTH GOOD HOTWIRE COOLANT FAN IF RUN COOLANT TEMPERATURE SENSOR BAD OR FAULT IN FAN WIRING.IF COOLING FAN DONT RUN WHEN HOT WIRED REPLACED FAN MOTOT.
COOLING FAN IS CONTROLLED BY COOLANT TEMPERATURE SENSOR (CTS). REMOVE THE CONNECTOR FROM IT AND IT SHOULD STOP THE FAN.
OR JUST REMOVE BATTERYGROUND CABLE.
ITEMS TO CHECK OUT :
CTS,RELAY,CIRCUIT FOR SHORTS.
NOT LIKELY BUT IS A POSSIBILITY, THR ECU.
On most GMs, the fan relay is inside of the fan housing. It uses the fan to keep it cool, because the resistors generate a lot of heat. These resistors go bad usually one at a time until all you have left is high speed. You have to remove the fan and there it is! It is a big pain to be upside down, but with a light and a mirror, you can see it easily.
