Jim, Remove passenger side kick panel to access the fuse box where horn fuse is located #3 fuse in your manual, box fairly high up under dash. Horn relay under hood/engine compartment fire wall.

Where is the fuse controlling the horn on 1998 Buick lesabre

first, an owner should always have a service manual
or an operators manual at a minimum

the horn is fuse #3 on page 6-58
there is also probably a horn relay to consider.
