I'm not 100% clear on exactly what isn't working from your question other than now the car is starting and dying after changing the fuel pump. In that case it's possible you've oppositely attached the positive and negative wires to the fuel pump. Hope this might solve part of your problems.

check for codes in the PCM if none the I would check fuel pressure and volume. the volume should be about 1 pint in 15 seconds. the fuel pressure should be 35lbs, continually check pressure until the car dies as sometimes a bad fuel pump won`t show up immediately. also change the fuel filter.

Does a 2004 Avalon with 27000 miles need the timing belt and fuel pump replaced when there have been no problems and the car has had regular maintenance at dealership?

Most timing belts last from 70000 to 120000 miles, so I really don't think you need to worry about a timing belt. If the car starts right up and doesn't hesitate or bog down when running, then the fuel pump is good as well. The only things that would require replacement at this mileage are the air filter and the inline fuel filter. Sounds like someone is out to make a fast buck or two off you.

Once a filter plugs its pluged. You drop that much pressure its time for a new fuel pump.

the other areas the fault could be located are in your meter circuit plate (which is part of your combination meter), it could be in the wiring, or possibly your multi display (also part of your combination meter)
